Baked Lamb Shanks

6 lamb shanks cracked
3 teaspoons salt
1/2 teaspoon freshly-ground black pepper
3 onions sliced
4 smalls carrots cut thin strips
4 celery stalks cut 2" strips
2 bay leaves
1 teaspoon oregano
1 teaspoon thyme
1/2 cup dry white wine
1 can tomato paste - (8 oz)
