I found the answer to my own question. The USDA wants it to be 165 Fahrenheit, but for better flavor some people like to go lower than that, as low as 140. Be sure that the duck comes from a reputable source.
I like to cook the breast meat and legs separately. The breast meat I cooked medium rare, and the duck legs I braise.
