Probably a good average would be 1/4 lb per person. Usually by the time you add peppers, onions ect, that should be a good average number. I think this should translate into about 2 tortillas filled with meat, veggies and toppings per person. That would be 25 lbs of meat.
Just a note- my experience is that if one person is filling & serving them, that should be sufficient. If they are served "family style", where everyone fills their own, you may want to add some "buffer meat'' for the people who will bulk up on the meat and leave off the toppings.
