Marinated Corn Salad

1 3/4 cups yellow corn, cut from cob (about 4 ears)
1/2 cup chopped celery
2 tablespoons thinly sliced green onions
3 tablespoons vegetable oil
1/2 teaspoon salt
1/8 teaspoon pepper
1/4 cup water
1/2 sm. green pepper, cut into ½" strips
1 tablespoon chopped pimiento
1 tablespoon chopped fresh parsley
1 tablespoon cider vinegar
1/2 teaspoon dry mustard
